Before relocating Town offices to Overbrook, the Council should reconstitute the Asset Management Commission and require strategic plans for every affected municipal property.
The Smithfield Town Charter created the Commission to oversee long-term maintenance, capital improvements, and strategic use of municipal buildings, land, and physical assets. However, it has not met in several years.
My career has shown that strategic planning prevents waste and inefficiency from piecemeal decisions. Yet the Town is considering the move without the Commission’s assessment and plan or the Council’s approval.
I urge the Council to restore the Commission and direct it to create a comprehensive plan for Overbrook and each Town building affected by relocation. Before further action, that review should assess costs, priorities, property use, operational impacts, and long-term community needs. Smithfield residents deserve decisions grounded in transparent analysis, coordinated planning, and responsible stewardship—not a rushed process that creates problems or unnecessary expenses.
